其中 to counter the potential 不理解

关于煤气化中的，有这么一段，

Consideration should be given by the contractor as to whether this rotary valve requires purge gas (eg.Recycled Sysgas) to counter the potential flow of gas from the Gasifier into the Main Dryer cyclone system.

试着翻译了一下，个人觉得
上半句：
承包商需要考虑旋转阀是否要求用干净气体
下半句：
从气化炉去主干燥分离系统的潜在流量。

可是怎么也搞不懂  这个  to counter the   是什么意思？

个人认为，这里counter是“相反”的意思，抵制潜在的从XX到XX的流向。

potential flow
这里不能翻译为“潜在流量”。

联系上下文  的确应该是这个意思
